We must not hide anything - Tokayev about testing for COVID19 in regions

Head of State Kassym-Jomart Tokayev held a meeting of the Interdepartmental Commission on the situation with the spread of coronavirus infection. The President harshly criticized the work of the Government and akims, Kazpravda.kz reports with reference to Akorda.kz.

“I instructed my administration to check the retail network throughout the country for the availability of medicines. The results are not so good. In West Kazakhstan, Atyrau, Zhambyl and Karaganda regions, in Nur-Sultan and Almaty, there is a shortage of medicines and queues, facts of overpricing for vital drugs are revealed. The shadow market is flourishing," Kassym-Jomart Tokayev said.

Law enforcement agencies carried out raids and inspections in pharmacies that are engaged in wholesale and retail trade. According to the results of the inspections, 270 persons engaged in illegal trade of medicines were brought to criminal and administrative responsibility, 116 of them are medical workers.

The head of state stressed that work in this direction will continue, and the perpetrators will be punished in accordance with the law.

Despite the restrictive measures taken in the country, family events continue, in particular, in the Turkestan, Zhambyl, Almaty regions, and Shymkent.

"Akims, in fact, do not have experience of working in extreme conditions, do not know how to quickly solve acute problems, explain the state policy to citizens," the President said.

During the meeting, issues of testing citizens were also discussed. Now the number of tests is 32 thousand people a day. However, there is a gap in indicators between regions.

"I instruct the Government to ensure strict control over the level of testing between regions. We must not hide anything," the Head of State said.

There is an increase in the number of beds for infected citizens. However, this is happening due to the closure of other medical centers. As a result, citizens' access to medical care has significantly decreased. Kassym-Jomart Tokayev instructed the Government and akims to gradually restore the provision of routine medical care to people with chronic diseases, as well as pregnant women.

The President noted that in connection with the increase in the number of seriously ill people, the issue of supplying hospitals with oxygen is on the agenda today.

"Due to lack of coordination on the part of state bodies, the population is trying to resolve this issue on its own. This is nonsense! The population buys oxygen in industrial cylinders. This is the direct responsibility of hospitals. There are facts of using industrial oxygen cylinders in apartments and private houses. The government and akims will have a five-day period to solve the problem of providing hospitals with oxygen and using oxygen cylinders at home," the Head of State said.

Kassym-Jomart Tokayev pointed out that while stabilizing the situation in cities, one should not forget about the rural population. According to him, today diagnostics and treatment, necessary medicines and preparations are still inaccessible to rural residents.

"The problems of a shortage of medical personnel and a lack of necessary infrastructure remain acute in rural areas. The Government reported on the formation of 2,300 universal mobile brigades. However, they mainly serve urban residents. I instruct the Government, together with the regions, to provide villagers with diagnostics and treatment, as well as the necessary medicines and medical equipment as soon as possible," the President stressed.

"Over the past two weeks, the cost of transporting and burying dead people has increased significantly. Most citizens cannot afford it. I instruct akims to solve this issue," said Kassym-Jomart Tokayev.

The President of Kazakhstan stressed that any erroneous decisions during a pandemic, bureaucratic barriers, refusal of responsibility can harm the life and health of hundreds of thousands of citizens.

In conclusion, the Head of State said that all data on the coronavirus, including statistics, should become the prerogative of the Government in order to avoid the dissemination of inaccurate data from private individuals that mislead the public.

At the meeting, reports were made by Deputy Prime Minister, Head of the Interdepartmental Commission Yeraly Tugzhanov, Minister of Health Alexey Tsoi, Minister of Internal Affairs Yerlan Turgumbayev, Almaty mayor Bakytzhan Sagintayev, Shymkent mayor Murat Aytenov, akim of North Kazakhstan region Kumar Aksakalov, akim of Almaty region Amandyk Batalov.
