The draft law provides for amendments to 12 legislative acts, including the Code 'On Public Health and the Health-care System,' Penal and Criminal Procedure Codes and the Code on Administrative Offences.

The draft law envisages such directions as the introduction of a new model of the State volume of free medical care and a package of obligatory medical insurance; the improvement of a corporate management system in medical organizations; the introduction of a single perspective plan for health care infrastructure development; to promote public health protection, as well as the development of a system of medical education and science, the enhancement of the training quality of medical personnel.

Kazakh Healthcare Minister Yelzhan Birtanov has noted that the new model of the guaranteed volume of free medical care and obligatory social medical care will correspond to the WHO guidelines.

"As part of the guaranteed volume of free medical care, medical care will be given to all the citizens, resettlers, foreigners and stateless persons, those permanently residing in Kazakhstan. Medical care in the obligatory social medical care system will include services above the medical services of the guaranteed volume of free medical care, serving as a considerable impetus for the population's involvement in the obligatory social medical care system," he underlined.
