To register as a candidate in the presidential elections in Kazakhstan, the nominees will need to be examined by a psychiatrist to rule out 107 mental illnesses, Kazpravda.kz correspondent quotes the Vice-Minister of Health of RK Lyazzat Aktaeva as saying at the press conference after the CEC meeting.

"The list consists of 107 diseases, including mental disorders, manifestations of which are accompanied by impaired intelligence or memory, social danger to themselves and others. To establish or confirm the presence or absence of diseases that prevent the registration of a candidate, a medical examination will be carried out, "said Lyazzat Aktaeva.

The examination will be made in the health care organization at the place of registration. The psychiatrist checks whether the person who came for an examination is on a psychiatric record, and during the conversation he collects a history - the history of the candidate’s life and illness. The doctor also conducts an objective examination to identify mental and behavioral disorders.

"If a candidate does not have any diseases from the list, the psychiatrist issues a certificate in accordance with the joint resolution of the CEC and the order of the Ministry of Health.

A certificate of the presence or absence of diseases is issued within a period of not more than three calendar days to the candidate and is valid for the duration of the election of the President of the Republic of Kazakhstan.

Aktaeva also clarified that for the registration the candidates do not need to undergo mandatory testing for the presence of alcohol or narcotic substances in the body.
