Nazarbayev signs amendments to Health Care Law

The Law aims at improving the health care system.
Kazakh Head of State Nursultan Nazarbayev has signed the Law of the Republic of Kazakhstan “On the introduction of amendments and additions to some legislative acts on health care of the Republic of Kazakhstan,” designed to improve the health care system, Akorda reports.
The Law is being published in the press.
The Law provides for the necessary medical care for all citizens, settlers, foreigners and stateless persons, permanently dwelling in Kazakhstan, as part of the guaranteed volume of free medical care.
“This will include first aid, air ambulance, primary health care, urgent inpatient care, palliative care, medical care in socially significant types of diseases," said Healthcare Minister Yelzhan Birtanov during the draft law's presentation in the Mazhilis.
He outlined that the new model of the guaranteed volume of free medical care and obligatory social health insurance meets all the principles of the WHO on universal health coverage.
Medical care in the system of obligatory social health insurance will include the services of the over-guaranteed volume of medical care to improve the living standards of the population.
"First off, this includes advisory and diagnostic assistance, outpatient medicine provision, inpatient care, planned hospital care, medical rehabilitation for adults and children in the profiles such as cardiology, cardiosurgery, neurology, neurosurgery, traumatology, and orthopedics," said the Minister.
