At a meeting of the Government, Prime Minister Alikhan Smailov instructed to work out all the issues of creating a public social Fund "Kazakhstan Khalkyna" ("To the People of Kazakhstan") until February 1, Kazpravda.kz reports with reference to the Prime Minister's press service.

“You all understand the seriousness of the present moment. It is necessary to mobilize as much as possible and focus on work," Alikhan Smailov emphasized.

In turn, the Minister of Healthcare Azhar Giniyat reported on the progress of the execution of the instructions of the Head of State on the establishment of the PSF "Kazakhstan Khalkyna".

“The scope of the Foundation's activities will cover various aspects of social and cultural activities (health care, education, sports, culture, social infrastructure, restoration of the consequences of pogroms and support for the families of dead servicemen). The Fund will be financed from private and public sources. It is planned to attract assistance from international charitable organizations, compulsory contributions from the operator of lottery activities, the center for recording betting and other monopolists, and regular contributions to the Fund from large business entities,” the minister explained.

In this regard, it is proposed to create a working group under the Government with the participation of representatives of civil society to determine a public association that will act as the founder of the Fund, as well as develop implementation mechanisms.

The Ministry of Health will make proposals on the list of medicines and calculations of the estimated costs of treating children with orphan diseases from the funds of the Public Social Fund "Kazakhstan Khalkyna".

As noted by Giniyat, in the field of children's health, the most urgent is the provision of drugs for children with rare (orphan) and serious diseases.

“No country in the world fully finances all orphan diseases, given the extremely high costs. The creation of the Fund will increase the availability of expensive medical services and medicines for patients with orphan diseases,” the minister added.
